One way to prevent from getting attacked by enemies is to hide your resources . They will not gain anything from you if you have 'zero' resources . They will felt that they are wasting their oil, eventually they will stop attacking you . How do you hide your resources ? First, build at least one warehouse . I'll explain why you will need a warehouse later . Next, have your Trade Center at level four or more . You will need to be in an alliance before you can do the 'trick' . Before you went offline, put all your resources in Alliance Market. Your trade center must be at least level four in order to hide all types of resources. I have a city with three warehouses and level seven Trade Center. The reason why you should have a warehouse is to prevent lost of new resources when you are offline.
